Hanoi Party Secretary Nguyen Duy Ngoc: Pioneering and making breakthroughs for public health

The event was an occasion to pay tribute to the silent contributions of doctors and healthcare workers, while also defining a strategic vision for an integrated, modern, and humane healthcare system for the capital city.
 
The conference was honored by the presence of Comrade Nguyen Duy Ngoc, Member of the Politburo and Secretary of the Hanoi Party Committee.
 
Also attending were: Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People’s Committee Vu Dai Thang; Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Member of the Standing Committee and Head of the Hanoi Party Committee’s Organization Commission Ha Minh Hai; Vice Chairwoman of the Hanoi People’s Committee Vu Thu Ha; Deputy Chairwoman of the National Assembly’s Committee for Public Petition and Supervision Tran Thi Nhi Ha; Deputy Minister of Health Nguyen Thi Lien Huong; together with leaders of Party committees, departments, agencies, and many outstanding healthcare officials and doctors of the capital.
 
Before the official opening of the conference, Comrade Nguyen Duy Ngoc and the delegates directly visited, learned about, and exchanged with representatives of central and Hanoi hospitals at exhibition booths showcasing achievements and applications of smart and modern healthcare, affirming the theme of pioneering and making breakthroughs for the people’s health.
 

Aspiration for a “Smart and Humane” Healthcare System

At the beginning of the conference, in a solemn atmosphere, delegates listened again to the letter sent by President Ho Chi Minh to the Healthcare Officials’ Conference in 1955. His teaching, “A good physician must be like a kind mother,” remains deeply valuable after more than seven decades and continues to serve as a guiding principle for the actions of today’s healthcare workers in the capital.
 
In his opening remarks, Comrade Nguyen Trong Dien, Secretary of the Party Committee and Director of the Hanoi Department of Health, emphasized that over the past 71 years, the capital’s healthcare sector has achieved many important results, contributing to the city’s overall socio-economic development.

Entering a new stage of development, the Director of the Hanoi Department of Health clearly stated the sector’s strategic action motto: “Pioneering - Connecting - Breaking through for an integrated, modern, smart, and humane healthcare system of the capital.”

2026 has been identified as a pivotal year for the healthcare sector to decisively implement Resolution No. 72 of the Politburo on protecting and caring for the people’s health. In addition, the sector will synchronously integrate other specialized resolutions, such as Resolution No. 57 on technological breakthroughs, Resolution No. 71 on physical development associated with education through the linkage of electronic health records and academic records, and Resolution No. 80 on building a healthcare culture and fostering professional ethics. In particular, in the context of implementing the Capital Planning with a 100-year vision and the amended Capital Law, the healthcare sector will restructure its system toward sustainability, developing a strategic healthcare network consisting of core and satellite hospitals, along with modern ward and commune-level health stations.

Honoring Outstanding “White-Coat Soldiers”

At the conference, central and city leaders presented noble titles and awards to collectives and individuals with outstanding achievements in 2025.
 
The title of Meritorious Doctor was awarded to Dr. Bui Vinh Quang, Director of Hanoi Oncology Hospital.
The Prime Minister’s Certificates of Merit were awarded to collectives including the Hanoi Department of Health, the Hanoi Center for Disease Control, Gia Lam General Hospital, and outstanding individuals.
Certificates of Merit from the Hanoi Party Committee and the Hanoi People’s Committee were awarded to Duc Giang, Dong Da, Saint Paul, and Ha Dong General Hospitals for their contributions to healthcare for officials and breakthroughs in digital transformation 
Delivering his directive speech at the conference, Hanoi Party Secretary Nguyen Duy Ngoc highly appreciated the efforts and sacrifices of the capital’s healthcare workforce. Extending his congratulations to veteran doctors, meritorious doctors, and all healthcare officials and workers of the capital, Comrade Nguyen Duy Ngoc emphasized that 71 years ago, beloved President Ho Chi Minh sent a letter to healthcare officials with the timeless teaching: “A good physician must be like a kind mother.” This teaching is not only a professional motto, but has also become a way of life and an ethical standard for generations of Vietnamese doctors, encouraging them to constantly cultivate virtue, improve their skills, and devote themselves to patients.
 
Recognizing the proud achievements of the capital’s healthcare sector, Comrade Nguyen Duy Ngoc stated that in recent years, from final-level and city-level hospitals to ward and commune-level health stations, doctors and healthcare workers have overcome difficulties and devoted themselves to serving the people, maintaining their frontline role in caring for and protecting public health.
 
In particular, the Hanoi Party Secretary highly appreciated the sector’s proactive spirit in implementing central and city resolutions, as well as in promoting digital transformation and applying information technology to management, administration, examination, and treatment. Hanoi Party Secretary Nguyen Duy Ngoc emphasized that the collectives and individuals honored today are shining examples of responsibility, medical ethics, and the aspiration to contribute.
 
To successfully achieve the goals for 2026 and the following years, Hanoi Party Secretary Nguyen Duy Ngoc requested that the capital’s healthcare sector focus on several key tasks:
 
First, continue to thoroughly grasp and decisively implement Resolution No. 72 of the Politburo on protecting, caring for, and improving the people’s health in the new situation. This is a top political task that must be concretized through practical action programs, with people’s satisfaction and trust considered the highest measure.
 
Second, regard digital transformation and innovation as breakthrough drivers. The sector needs to promote data interoperability, strengthen the linkage between electronic health records and electronic academic records, and gradually apply artificial intelligence (AI) in system governance and professional support, moving toward the comprehensive modernization of medical examination and treatment processes.
 
Third, focus on removing bottlenecks, especially in the field of food safety. As the standing agency, the Department of Health must proactively advise on chain-based management solutions, strengthen traceability, and tighten inspection and supervision to protect people’s health in a sustainable and long-term manner.
 
Fourth, pay attention to building a healthcare culture and fostering professional ethics. Each healthcare worker in the capital must be truly civilized, standard, and dedicated, preserving and spreading the noble image of physicians in the hearts of the people.
 
Fifth, make the most of the opportunities provided by the Capital Law to restructure the healthcare system toward modernity, intelligence, and international integration; build a synchronized network of core and satellite hospitals; and develop ward and commune-level health stations according to a modern model, meeting the people’s increasingly high healthcare needs.
 
Affirming that city leaders always deeply understand and share the pressures and hardships that doctors face every day, Hanoi Party Secretary Nguyen Duy Ngoc emphasized that the Hanoi Party Committee and city authorities will decisively direct relevant departments and agencies to thoroughly remove institutional and policy bottlenecks, from drug and medical supply procurement to administrative procedure reform, in order to create an open and safe legal framework that enables healthcare officials and workers to feel secure in their work and dedication.
 
Expressing his expectation that Hanoi’s healthcare sector will innovate strongly, starting from even the smallest things such as service attitude, so that every smile and every word of encouragement from healthcare workers can truly become a valuable “spiritual medicine” that warms patients’ hearts, Comrade Nguyen Duy Ngoc requested the entire sector to effectively utilize the superior special mechanisms of the amended Capital Law to build smart, modern medical centers with competitiveness and reputation at regional and international levels.
 
Sending deep gratitude to the families of healthcare workers, the silent rear support who are always a strong foundation for doctors to fulfill their noble mission, Hanoi Party Secretary Nguyen Duy Ngoc expressed his belief that, with pride as doctors of the thousand-year-old capital of culture, healthcare officials and workers will continue to write glorious pages in the history of the sector, deserving the trust and affection of the Party Committee and the people.
 
On this occasion, the Party Secretary presented gifts to outstanding healthcare units such as Bach Mai Hospital, Hanoi Medical University Hospital, Duc Giang General Hospital, and Vinh Hung Ward Health Station.
 
Receiving the directive opinions of the Hanoi Party Secretary, Director of the Hanoi Department of Health Nguyen Trong Dien affirmed that the entire sector will turn pride into action, determined to remove bottlenecks, especially in food safety management and the modernization of grassroots healthcare. Each healthcare worker will become a pioneering nucleus of innovation, so that every “white coat” remains a symbol of trust and hope in the hearts of the people.
